ONLINE EVENT: Disability, Social Protection, and Public Finance

Join us for a webinar on “Disability, Social Protection, and Public Finance,” jointly hosted by UNICEF LACRO and the Inter-American Dialogue (IAD). This event presents the results of two studies that lie in the intersection of disability rights, inclusive social protection, and fiscal policies and that address the challenges involved in costing and budgeting disability-inclusive public policy.
The first study, a report by the UNICEF Country Office in Peru, utilizes a mixed-methods approach, combining quantitative and qualitative data to estimate the extra costs incurred by families with children with disabilities. Household surveys, focus group discussions, and interviews with key stakeholders provide a holistic view of the financial impacts of disability. The findings reveal significant financial burdens, particularly in healthcare, education, assistive devices, and mobility. For example, the report shows that families with children with disabilities often spend up to three times more on healthcare and education compared to other families. The implications of these findings to social protection systems will be addressed.
The second study focuses on best practices in cross-sectoral budget tracking, applying these lessons to disability budgeting in Peru. This report proposes a comprehensive framework for integrating disability considerations into the public budgeting process, exploring using specific classifiers to track and analyze government spending on disability-related services. The report provides practical recommendations and highlights the limitations of budget tracking mechanisms applied to disability. Its insights will be of value to policymakers and practitioners aiming to enhance the inclusivity of policies.
The panel of experts includes Pamela Smith, Executive Director of Society and Disability Peru, Roger Salhuana and Luis Cordero, Manager of Atipay Peru, Mónica Rubio, Regional Social Policy Advisor for Latin America and the Caribbean, UNICEF, and Ariel Fiszbein, Director of the Education Program, Inter-American Dialogue. This webinar provides academics, policymakers, and practitioners a platform to engage with current research and discussions on disability-inclusive development. Participants will gain insights into the fiscal implications of social protection measures and the importance of integrating disability considerations into public finance management.
