Dr. Rebecca Bill Chavez is president and CEO of the Inter-American Dialogue. She is a member of the Truman Center for National Policy Board of Directors, the Leadership Council for Women in National Security (LCWINS) Steering Committee, the Princeton University Institute for Regional and International Studies Advisory Board, and the Foreign Policy for America Advisory Board.

Dr. Chavez served as Deputy Assistant Secretary of Defense for Western Hemisphere Affairs from 2013 until 2016 where she prioritized Women, Peace, and Security initiatives, combatting the militarization of law enforcement, and expanding defense institution building programs. Her areas of focus included shaping Defense Department contributions to President Obama’s Central America Strategy, moving the U.S.- Mexico relationship beyond the narrow counternarcotics focus, supporting the Colombian peace process, resetting defense relations with Argentina and Brazil, and establishing a productive dialogue with Cuba on humanitarian assistance and disaster response.

Prior to joining the Obama-Biden administration, Dr. Chavez was a tenured professor of political science at the United States Naval Academy where she served on the Admissions Board and the Executive Committee of the Faculty Senate. Her research focused on democracy, the rule of law, and human rights, and she taught a wide variety of comparative politics and international relations courses, including Latin American and Caribbean Politics, Democratization, and United States-Latin America Relations.

Dr. Chavez is the author of The Rule of Law in Nascent Democracies (Stanford University Press). Her work has appeared in edited volumes and scholarly journals, including The Oxford Handbook of Law and Politics, Courts in Latin America (Cambridge University Press), Comparative Politics, Latin American Politics and Society, and The Journal of Latin American Studies. Her opinion pieces have been published in The New York Times, Foreign Policy, and Defense One

Raised in Austin, Texas, Dr. Chavez received her MA and PhD in political science from Stanford University and her BA in public and international affairs from Princeton University. She is a member of the Council on Foreign Relations and the recipient of multiple academic grants, including a Fulbright Scholarship.

Dr. Chavez lives in Washington, DC with her husband Pablo and their two children, Oscar and Penelope.

Sebastián Acha is the president of the World Compliance Association, the executive director of PRO Desarrollo Paraguay, a former representative in the Congress of Paraguay, and founder of Tierra Nueva, a rural development non-profit. Acha is the President of AISTEL (Asociación de Ingenieros del Sector de las Telecomunicaciones). Acha served in the Chamber of Deputies from 2003-2013. At the time he was the youngest member, and remains one of the youngest in the history of Paraguay. As a legislator, he helped pass a “One Laptop per Child” project, incentives for electric vehicles, projects for youth employment, and investments in education and health. Acha was the leader of the Parliamentary Front for Education and Health. Acha has been a professor of political science, political and social thought, and political analysis at the Universidad de la Integración de las Américas (UNIDA) in Asunción.

 

Acha joined the Dialogue as a Member in 2012.

Andrés Allamand is the former foreign minister of Chile and a former Chilean senator. From 1994 to 1998, Allamand was a national deputy representing Las Condes, Vitacura, and Lo Barnechea. Later, in 2006, he was elected senator for the Los Lagos region. In 2011, after Sebastián Piñera assumed the presidency, Allamand was appointed minister of defense. Since 2014, Allamand has again served as a senator. Allamand studied law at the University of Chile and has taught in the MBA program at the Universidad Adolfo Ibáñez. A student activist participating in politics from 1972 onward, Allamand left the Independent Democratic Union Party in 1987 to co-found the National Renewal Party.

 

Allamand is currently on leave from the Dialogue until the end of his term.

Tabata Amaral is a Brazilian politician and education activist. She is currently a federal deputy for the Democratic Labor Party (PDT) representing the state of São Paulo. Throughout 2019, she was a vice-leader of the PDT and its associated political coalition. She also served on the Education Commission, the Commission for the Defense of Women’s Rights, and as an alternate member of the Science and Technology, Communication and Informatics Commission.

As an activist for education in Brazil, Amaral co-founded two organizations: Vontade de Aprender Olímpica, which prepares Brazilian students to compete in international olympiads, and Movimento Mapa Educação, which promotes education equality in Brazil. She also co-founded the political organization Acredito, which provides funding for progressive candidates running for the first time in Brazil.

Before attending university, Amaral represented Brazil in five international science competitions. She then graduated from Harvard University with a degree in astrophysics and political science. She was also a columnist for Rádio CBN and Glamour magazine.

Amaral joined the Dialogue as a member in 2020 and is an ambassador of connectivity for educational purposes.

Nicolás Ardito-Barletta served as president of Panama from 1984 to 1985. Prior to his election, Ardito-Barletta served as Panama’s minister of planning and economic policy and as vice president for Latin America and the Caribbean at the World Bank. Since leaving office, he has served as general administrator of the Interoceanic Region Authority (ARI) and as director of the department of economic affairs at the Organization of American States. He is currently the President of Asesores Estrategicos, S.A., and Director General of the NGO Centro Nacional de Competitividad.

Marisol Argueta is the head of Latin America and member of the Executive Committee at the World Economic Forum. A distinguished lawyer and career ambassador (currently on leave), she previously served as the minister of Foreign Affairs of El Salvador. Her extensive diplomatic career includes roles such as general director of foreign policy, chief advisor to the foreign minister, and minister counsellor at the Embassy of El Salvador in Washington, DC. She has also held various diplomatic positions at the Salvadoran Mission to the United Nations in New York.

A recognized Young Global Leader by the World Economic Forum, Argueta is a member of the Central American Leadership Initiative of the Aspen Institute and the Inter-American Dialogue. She has been featured in various publications as one of the most prominent women leaders in the region.

In addition to her diplomatic work, she has published articles on foreign affairs, international relations, regional integration, and Latin America’s competitiveness. She is dedicated to advancing public-private collaboration, sustainable development, and the empowerment of women. Argueta also serves on the boards of private companies and advisory boards for institutions like the David Rockefeller Center for Latin American Studies at Harvard, the Latin American Program at the Woodrow Wilson Center, the UNDP Latin American Program, and the Partnership for Central America.

Argueta holds a law degree and a postgraduate diploma in diplomacy from the University of Oxford. She has pursued specialized studies at institutions like the International Peace Academy, Harvard University, and the Wharton School of Business at the University of Pennsylvania. Her distinguished career has earned her national honors and awards from countries including Spain, Mexico, Guatemala, Costa Rica, Panama, Colombia, Peru, Italy, and the United States.

Argueta joined the Dialogue as a Member in 2024.

Bernard Aronson is a founder and managing partner of ACON Investments. In 2015, US president Barack Obama named him Special Envoy for the Colombian Peace Process. Prior to co-founding ACON in 1996, Aronson was an international advisor for Latin America to Goldman Sachs. From 1989 through 1993, Aronson served as US assistant secretary of state for inter-American affairs under Presidents Bush and Clinton. Following his service, he was awarded the Distinguished Service Award, the State Department’s highest honor, by Secretary Warren Christopher for his role in ending the wars and promoting democracy in Central America. Aronson also served on the White House staff during the Carter administration. Aronson chairs the National Democratic Institute’s Latin American committee, is a director for The Nature Conservancy and the Amazon Conservation Team, and a member of the Council on Foreign Relations and the American Academy of Diplomats.

Aronson holds a BA with honors in humanities from the University of Chicago. He has published opinion pieces in The New York Times, The Wall Street Journal, The Washington Post, The New Republic, and The Huffington Post, among other publications.

 

Aronson joined the Dialogue as a Member in 1997.

Michelle Bachelet is the former UN High Commissioner for Human Rights and the former president of Chile. She has served as co-chair of the Board of Directors at the Dialogue. Imprisoned and tortured under the Pinochet dictatorship, Bachelet was released into exile in 1975, living in Australia before moving to East Germany, where she studied at the Humboldt University of Berlin. In 1979, she returned to Chile and completed her medical degree. After Pinochet was ousted from power in 1990, Bachelet became active in politics, particularly in the medical and military fields. In 1994, she was appointed an adviser to Chile’s minister for health and elected to the central committee of the Socialist Party. In 2000, Bachelet was appointed minister of health. Two years later, she was reappointed minister of defense, becoming the first woman to hold that position. Bachelet was elected the first female president of Chile from 2006 to 2010 and again from 2014 to 2018. Between her presidential terms, Bachelet was an undersecretary general of the United Nations. In August of 2018, she was nominated by the UN Secretary-General as the United Nations High Commissioner for Human Rights. She officially took office in September of 2018, becoming the seventh person to assume the position until she left in August of 2022.  

Bachelet joined the Dialogue as a member in 2010. She is the former co-chair of the Dialogue’s Board of Directors.

Alicia Bárcena is currently the secretary of foreign affairs of Mexico. She is the former Mexican ambassador in Chile and was previously the executive secretary of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC). Bárcena has a long history of public service with the UN. She has previously served as under secretary general for management at headquarters in New York, chef de cabinet and deputy chef de cabinet to former Secretary General Kofi Annan, deputy executive secretary of ECLAC, director of ECLAC’s Environment and Human Settlements Division, coordinator of the Latin American and Caribbean Sustainable Development Program of the UN Development Program (UNDP), and director of the Environmental Citizenship Project at the United Nations Environment Program (UNEP). Additionally, Bárcena was the founding director of the Earth Council in Costa Rica, a non-governmental organization in charge of follow-up to the agreements reached at the UN Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil in 1992. Bárcena has taught and conducted research at the Autonomous Metropolitan University of Mexico. She has published numerous articles on sustainable development, public policy, environmental issues, and public participation.

She holds a bachelor’s degree in biology as well as a master’s degree in public administration from Harvard University. In September 2014, Bárcena was awarded an honoris causa doctorate by the University of Oslo, Norway.

Bárcena is currently on leave from the Dialogue until the end of her appointment.

Xavier Becerra is the secretary for health and human services under US President Joe Biden. He previously served as the attorney general for California. He was also a member of the US House of Representatives for California’s 34th district from 1993 to 2017.

As chair of the Democratic Caucus, Becerra wielded a strong voice in House Democratic leadership, helping to set priorities and drive the legislative decision making process. He dedicated himself to promoting issues affecting industries critical to the economic vitality of the Southern California region such as health care, high technology, entertainment, and stimulating free, yet fair, trade.

The first Latino to serve on the Ways and Means Committee, Becerra used his position to increase opportunities for working families, to improve the Social Security program for women and minorities, to combat poverty among the working poor, and to strengthen Medicare and ensure its long-term viability. He served on the Social Security Subcommittee. In 2010, Becerra served on the bipartisan National Commission on Fiscal Responsibility and Reform.

Becerra was a member of the Congressional Hispanic Caucus (CHC) where he served as chair during the 105th Congress (1997-98). He was also a member of the Executive Committee of the Congressional Asian Pacific American Caucus. Prior to his election to Congress, Becerra served one term in the California Legislature as the representative of the 59th Assembly District in Los Angeles County. He is a former deputy attorney general with the California Department of Justice. Becerra began his legal career in 1984 working in a legal services office representing the mentally ill. Becerra earned his BA in economics from Stanford University. He was awarded his JD from Stanford Law School in 1984.
